Using full strength color (equal parts color to developer) on top of full strength is too strong and causes porosity which is why it's lighter and not true to color.    Start using a diluted formula on ends as directed in kit instructions (equal parts color to developer, diluted by half with distilled water) for only five to ten minutes, instead of using full strength root to end. The porous ends will need to grow out and eventually be cut.
